The General, Prioritised, Retained, Prospective, Regulated, Start-up, Temporary, Capital Masterplan for Development, Restoration, Re-creation, Regeneration, Repair, Reconstruction, Creative Regulation, Quality of Zoning and Volumetric Solutions is not approved

The work comprises four framed images sourced from Lena’s Facebook page, overlaid on a background consisting of 32 pages from the “Concepts of the Masterplan for Development of the Mariupol city,” issued by the Russian Ministry of Construction, Housing and Utilities and The Unified Institute of Spatial Planning of the Russian Federation in 2022. This document was readily accessible online, facilitating my use of it. With the intention of highlighting the colonial language employed in the official document pertaining to the occupied city, I deliberately desaturated colors and whitened certain sections, while preserving the visibility of words, numbers, and maps. This approach aims to prompt discussions regarding how the positive language of reconstruction plans deflects attention from the destruction caused by Russian troops.
